Utility Worker Injured in Colonial Road Hit-and-Run

A utility worker was hospitalized after being struck by a hit-and-run driver Tuesday night, according borough police.

Ailaca M. Narcizo was struck by a dark-colored SUV on Colonial Road near Summit Avenue at approximately 7:44 p.m. Tuesday, according to police officials.

Narcizo was taken to Hackensack University Medical Center after suffering from moderate to minor injuries, police said. 

The New York man was conducting traffic control for Allstate Power Vac, Inc., based out of Rahway, when the incident occurred. There was a work crew present at the scene at the time of the accident.

The automobile that hit Narcizo then fled the scene.

The Franklin Lakes Police are still looking for the SUV that hit Narcizo, but they’ve received conflicting descriptions of the vehicle from witnesses, according to Lt. John Bakelaar.

"First we got reports that a person was struck by a grey or gold Cadillac, but the description has been changed," said Bakelaar. They also received descriptions of the SUV being possibly a Land Rover or black Cadillac Escalade. 

“The pedestrian-victim was wearing an approved ANSI vest, however, the flag he was using was not ANSI approved,” said Lt. Bakelaar.

Allstate Vac Industrial Services will be issued a citation for a Borough Ordinance Violation and failure to comply with the Department of Transportation Manual of Uniform Traffic Control Devices in that the approved [and] proper lane shift, lane taper, and warning signs were not employed, said Lt. Bakelaar.

OSHA has been notified and has the option of investigating and issuing a complaint as well, police said.
